Draft SolicitationOceanside Harbor Maintenance Dredging, San Diego County, California. This projects consists of Annual maintenance dredging of Oceanside Harbor. The harbor is split into a commercial harbor that supports commercial fishing vessels as well as recreational boaters and a military harbor that supports operations at Marine Corps Base (MCB) Camp Pendleton. Construction services will consist of maintenance dredging of the federal navigation channels within Oceanside Harbor. The navigation channels include the Entrance Channel, the Del Mar Channel leading to the Del Mar Boat Basin in Camp Pendleton and the Oceanside Channel leading to Oceanside Harbor/see below. Dredged quantities vary, but average approximately 250,000 cubic yards of material annually. The authorized channel depths are 20 feet below MLLW with advanced maintenance ranging from 25 to 30 feet below MLLW in the entrance channel. Dredged material will be beneficially reused as beach fill material on downcoast beaches. The material will be placed along Oceanside Beach centered about the Oceanside Pier with the placement area extending between North Coast Village Way and Wisconsin Avenue.The estimated magnitude of construction for each Oceanside dredge cycle is between $5,000,000 - $10,000,000 This solicitation will be issued as an Unrestricted acquisition allowing for Full and Open Competition. Contract Clause No. FAR 52.219-4, entitled, Price Evaluation Preference for HUBZone Small Business Concerns will be applied to this procurement.The acquisition will use FAR Part 15 Contracting by Negotiation (Low Price Technically Acceptable) procedures for award. Offerors will be required to submit a technical and price proposal for source selection evaluation. The solicitation will be available on or about January 23, 2026 with the tentative proposal due date of February 23, 2026All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.
