This solicitation will be using competitive procedures. This solicitation will be using competitive procedures. The Government intends to make a single award to the eligible, responsible, technically acceptable offeror whose offer, conforming to the solicitation, results in the best value to the Government. Offers will be evaluated based on the factors of RTAT, price, and past performance, with RTAT being more important than price. The Government reserves the right to award the contract to other than the lowest priced
offer.
(1) Desired RTAT: 117 days after receipt of asset

(3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost
