Description

This Pre-solicitation notice is for the procurement of design-build services under Solicitation No. 36C24226R0071 and Project Number Project No. 561A4-26-501 Replace Roof Building 143 at the VA New Jersey Healthcare Systems, 151 Knollcroft Rd., Lyons, NJ 07939. This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, eligible SDVOSB's may submit a proposal in response to the anticipated Request for Proposal (RFP), which will be considered by the agency. This project is classified under NAICS Code 541330 and has a size standard of $47 Million. The cost estimate range for this project is $10,000,000 and $20,000,000. Statement of Work: The contractor shall satisfactorily provide Design Build services inclusive of all labor, materials, equipment, and supervision necessary to design and construct and replace the roofing system of building 143. site preparation needed to install Design Build team shall furnish professional and install all labor and material necessary to construct the items required in the specifications and drawings identified within Project 561A4-26-501 Replace Roof Building 143 at the VA NJ Health Care System, Lyons, NJ, 07939. 4. Specific Tasks. The work calls for a complete design and construction of the removal and replacement of all roofing material that is determined to be necessary for replacement within building 143. This includes but not limited to: The gutters are to be replaced, they shall be all copper with soldered connections The leaders are to be replaced as needed Lighting protection Snow guards as necessary Decking allowance as necessary up to of 100% to be included Demolition includes but not limited to the removal of existing roofing, the removal of damaged or deteriorated decking, removal of exiting lightning protection and the removal of existing gutters and downspouts. Provide a PIH/CIH consultant for review of the VA Medical Center asbestos inspection report. The PIH/CIH consultant shall coordinate with A/E to ensure that fully coordinated drawings are provided for all asbestos abatement and related restoration work id necessary. Coordinate with the State of New Jersey to address all items in relation to Historic Building Preservation. Note that VANJHCS Lyons Campus is on the National Register of Historic Places. Prepare a review package to be presented to the New Jersey and VA Historical oversite authorities. Codes and Standards including but not limited to: International Existing Building Code 2021 Uniform Accessibility Standards and ADA standards for accessible design International Fire Code 2021 VA Seismic Requirements H-18-8, 2023 Edition Resource Conservation and Recovery Act (RCRA) (42 U.S.C. 6901, et seq.) The National Energy Conservation Policy Act (42 U.S.C. 8262g) The Pollution Prevention Act of 1990 (42 U.S.C. 13101, et seq.) Executive Order 13148 of April 21, 2000, Greening the Government through Leadership in Environmental Management Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition; and Executive Order 13123 of June 3, 1999, Greening the Government through Efficient Energy Management 5. Work-Related Services Retain a set of drawings at the Site, and redline those drawings to indicate any deviations made from the requirements indicated in those drawings during the production of the Work. Furnish miscellaneous shop drawings if and to the extent necessary for production of the Work. Furnish an electronic copy of the record drawings showing material changes in the Work made during construction based on markup drawings and other Work changes made by the Work Design Build teams during their performance of the Work. The design for the Work will incorporate applicable building codes, rules, and regulations enacted by the state where the Site is located. The work includes but not limited to the following divisions: Division 0 Special Sections Architectural and Engineering Design Architectural, structural, M.E.P. engineering fees are included in this equipment for both phases. Permit fees are included. Provide up to three (3) design modifications to meet customer approval. Provide and maintain as-built field drawings depicting red lined field changes. Provide three (3) sets of final extended installation (non-bid) documents. Division 01 General Requirements Attend a kickoff meeting at the Site to review the Work content, design for the Work, drawing approval process, if any, and finalize the schedule for the design and production of the Work. Attend a pre-construction meeting and periodic progress meetings. Compile and distribute the minutes of those meetings and an updated construction schedule following each of those meetings. Maintain project management and full-time construction supervision services at the Site during production of the Work. Assist in preparation of Infection Control Risk Assessment/Construction Impact Assessment Review (ICRA) document and comply with this document. The following shall be provided: Seal off applicable Site supply and return diffusers and grilles to minimize dust contamination of ductwork and the surrounding areas. Furnish and install (i) temporary dust barriers (zipped poly barrier attached to the door frame(s)) between the Site and the adjoining areas, and (ii) temporary walk-off mats at the entrance(s) to the Site, and (iii) a temporary negative air unit for the Site with HEPA filtration for general dust control. Maintain the Site in a reasonably clean and safe condition in compliance with applicable OSHA regulations. Comply with the reasonable written fire prevention measures and other written general construction- related rules furnished by Customer and that are in effect at the Site. Assist in preparation of the Interim Life Safety Measures (ILSM) document and comply with this document. The Work will be produced during Standard Work Hours, except as otherwise required by the owner to maintain uninterrupted services to the facility. Clean the Site (broom clean) daily. At the completion of the Work, remove all tools, equipment, surplus material, and temporary structures, and clean the Site (broom clean). Furnish a dumpster for Work rubbish and debris near the Site in an area designated by Customer. If areas adjoining the Site are occupied during the production of the Work, coordinate the Work so that the use and occupancy of those areas will not be unreasonably impaired for extended periods of time. Coordinate the delivery and storage of the Work materials with Customer. The Work shall comply with VA requirements, and applicable building codes, rules, and regulations enacted by the state where the Site is located, or as otherwise directed by the VA. If finishes (e.g., plastic laminate, floor or ceiling tile, carpet, ceramic tile, paint, stain, etc.) are included in the Work, samples of those finish materials will be furnished to Customer for its selection of the color/pattern of those finishes. Prepare and maintain a construction schedule for the work. Provide general liability insurance. Provide transportation, handling, storage and protection for all contractor provided materials and equipment. Off hours work is included for noise abatement and utility shutdowns only. Weekend work or overtime as required. Any item(s) to be salvaged by the owner are to be removed by the contractor from the site before work begins. Contractor shall coordinate with facilities for availability from access to the loading dock to the work site for contractor material deliveries. Parking spaces not available. Coordinate with facilities for availability, if extended installation workers required. The use of owner s facilities and utilities shall be permitted during work. Provide required temporary facilities, including but not limited to: Temporary barriers / structures to secure work areas for safety purposes, noise reduction and dust containment. Temporary seal supply and return air diffusers to minimize contamination of ductwork and surrounding areas. Provide foot mats at work area entrances and exits. Provide Infection Disease Control (ICRA). Provide Interim Life Safety Measures (ILSM). Provide Water Infection Control Risk Assessment (WICRA). Provide dumpsters for disposal of work site debris and materials. Infectious control standards shall comply with owner s standards. Comply with utility interruption policies. Maintain an up to date copy of construction documents with redlined as built conditions. Close out documents will be presented at project completion upon receipt of owner signed substantial completion form. Division 02 Existing Conditions The site work/selective demolition work includes the following services and Work elements. The removed items include the disposal of those items, unless otherwise specified. These site work/selective demolition Work elements will be performed only to the extent necessary for the production of the Work. Asbestos: Pre-abatement activities including pre-abatement meeting(s), inspection(s), notifications, permits, submittal approvals, worksite preparations, emergency procedures arrangements, and standard operating procedures for OSHA Class II and EPA Category I asbestos abatement work. Abatement activities including removal, clean-up and disposal of ACM waste, recordkeeping, security, monitoring, and inspections. Cleaning and decontamination activities including final visual inspection, air monitoring and certification of decontamination. Division 06 Wood, Plastics, and Composites Provide millwork as specified within the specifications and drawings. Complete roof removal for new roof system installation. Roofing membrane and selective roofing system component removal for new roof membrane installation Existing Roofing System: EPDM, Asphalt Shingles. System components include: Roof insulation, roofing membrane, cover board, substrate board. Division 07 Thermal and Moisture Protection Thermal insulation: Batt insulation with radiant barrier in-between members of existing roof structure. Attic rafter vents. Roof and deck insulation: Substrate board, vapor retarder, and cover board on existing concrete or metal deck substrates ready to receive roofing or waterproofing membrane. Repairs and alteration work to existing roof insulation. Asphalt Shingles: Fiberglass asphalt shingles over underlayment nailed to roof sheathing. Thermoplastic Polyolefin (TPO) roofing: TPO sheet roofing adhered to roof deck. Flashing and sheed metal: Formed sheet metal work for wall and roof flashing, copings, roof edge metal, fasciae, drainage specialties, and formed expansion joint covers. Joint Sealant: Interior and exterior sealant and their application, wherever required for complete installation of building materials or systems. Furnish and install caulking and, where applicable, fire rated sealant compounds at the Work penetrations. The fire rated materials will be consistent with the fire rating of the penetrated building component. Division 22 Plumbing Facility Storm Drainage: Including piping and all necessary accessories as designated Division 26 Electrical Furnish and install electrical systems, materials, equipment, and accessories in accordance with the specifications and drawings. Capacities and ratings of motors, transformers, conductors and cable, switchboards, switchgear, panelboards, motor control centers, generators, automatic transfer switches, and other items and arrangements for the specified items are shown on the drawings. Electrical service entrance equipment and arrangements for temporary and permanent connections to the electric utility company s system shall conform to the electric utility company's requirements. Coordinate fuses, circuit breakers and relays with the electric utility company s system, and obtain electric utility company approval for sizes and settings of these devices. Conductor ampacities specified or shown on the drawings are based on copper conductors, with the conduit and raceways sized per NEC. Aluminum conductors are prohibited. Based on Design drawings, the following items are specifically as required from Proposal. Contractor shall include. Conduct site evaluation as needed. Work in an environment where there is possible contamination by the presence, removal, or encapsulation of hazardous material(s) as required. Mold, asbestos or hazardous material survey(s), removal or abatement of any kind as required. Upgrades associated with ADA or code requirements (if any) outside this work area as required. Any other item(s) not specifically mentioned or otherwise included in this Proposal 6. General Requirements of Construction: Provide professional full time on-site supervision of the work. Hold bi-weekly construction meetings and prepare meeting minutes. Prepare and maintain a construction schedule for the work. Coordinate power and other utility shutdowns with facility representative. Coordinate materials delivery and storage with facility representative. Remove rubbish and debris as it accumulates. All debris/trash must be removed from the construction site daily. Provide required temporary facilities, including but not limited to: Temporary barriers/structures to secure work areas for safety purposes noise reduction and dust containment. Temporarily seal supply/return air diffusers to minimize contamination of ductwork and surrounding areas. Temporary lighting above ceiling during construction. Foot mats at work area entrances and exits. Infection Disease Control. Abide by facility rules and regulations in effect at the site Provide current insurance certificates Remove and legally dispose of debris. Design Build team shall be required to provide the following documentation for all of his/her personnel working on VA property: Background investigation Worksheet (Attachment No. 2 under SOP Acquisition) VA Form 0711 Security and Privacy Training certification OHSA certification TB tuberculin test certification Design Build team is to start within 10 days of receiving the Notice to Proceed. Period of Performance is 90 days (for design) and 60 days (for construction) from the official Notice to Proceed. All other details and information shall be contained in the publication of the official solicitation under this number which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about February 17, 2026. The response submittal instructions, date, and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be electronic; hardcopy and faxed proposal will not be accepted. It is the responsibility of the prospective contractor to ensure the timely delivery of their proposal package. All prospective contractors must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
