Description
This Notice of Intent is provided to advise that the Government intends to negotiate a Sole Source contractual action via a Firm-Fixed-Price contract to Geo Bancroft Engineering LLC, a Service Disabled, Veteran Owned Small Business (SDVOSB). The purpose of this action is to provide updated construction documents and to provide Construction Period Services (CPS) for Project Number: 636A8-22-001, Reno 6th Floor Clinical Support CPS at the Iowa VA Health Care System (ICVAHCS), located at 601 US-6 W, Iowa City, IA 52246. NAICS code 541330 Engineering Services will apply to this procurement. Geo Bancroft Engineering LLC, Inc. was previously awarded a competitively bid contract to furnish 100% Construction Documents for this project; however, the VA has a need for Construction Period Services (CPS) which will allow for administration of this project throughout construction, utilizing this firm s construction design documents. Geo Bancroft Engineering LLC has the experience and technical knowledge to continue to perform these services, without the duplication of costs, labor efforts and unwarranted time delays. The 100% Construction Documents were completed by Geo Bancroft Engineering LLC for the original design of this project. This procurement will be made under Other Than Full and Open Competition as authorized by the Federal Acquisition Regulation, RFO 6.103-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Notice of Justification & Approval document will be made available via Contract Opportunities in accordance with RFO 6.301 after award. This is a notice of intent of a sole source contract and not a request for competitive proposals. No solicitation will be available or issued for this requirement. If a firm believes that VA should not pursue this sole source procurement with the AE firm Geo Bancroft Engineering LLC then they should submit information by 10:00 AM CT on April 22, 2026, to Tommy Opal at tommy.opal@va.gov. No telephone responses/inquiries will be accepted. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
