Description
The Defense Information Systems Agency (DISA) has a requirement for Electromagnetic Spectrum (EMS) Services, Applied Engineering, and Spectrum and Electromagnetic Environmental Effects (E3) Engineering analysis support. This Request for Proposal is to solicit offers for this requirement.
DISA Program Acquisition Executive (PAE) Transport requires technical advice, E3, and spectrum engineering support services.
The E3 and spectrum engineer support services will facilitate the coordination of electromagnetic compatibility standards, analyze equipment and systems for potential E3 problems, recommend solutions, perform radio frequency measurements, develop and conduct E3 training, assist the acquisition community with E3 assessments, provide assistance in acquiring Host Nation approval for equipment operation, and evaluate frequency bands.
The technical advice support services will include performing analyses on national and international EMS issues and providing technical advice to executive decision-makers on the technical viability of policy and implementation options.
The Department of Defense (DoD) Instructions 4650.01 and 3222.03 require DISA to provide spectrum and E3 engineering analytical support services to programs developed or sustained by the DoD Components, Federal Agencies, Non- Federal Government organizations, and to foreign entities when authorized by the DoD Chief Information Officer, the Chairman of the Joint Chiefs of Staff, or the Foreign Military Sales process through the Defense Security Cooperation Agency. Engineering support related to spectrum operations is an integral part of the overall information battlespace. It is essential that electromagnetic systems perform as expected to help achieve mission objectives in future operational environments.
PROPOSAL DUE DATE: There are two phases for this solicitation. Please review the notional schedule for this procurement in the solicitation.
Phase One proposals are due NLT 12: 00 PM ET, 14 April 2026.
Questions and comments in response to this solicitation are due no later than 11:00 AM ET, 3 April 2026.
The Phase Two proposal due date will be provided with the instructions provided to offeror if the offeror is selected to proceed to Phase Two. The notional schedule provides an estimated due date for the Phase Two proposals.

UPDATE -07 APRIL 2026: The purpose of amendment 0001 is to: 1) Update subcontractor facility clearance and NATO access requirements in Section M2.1.1 and L1.2.2; 2) Update Section J with a revised Attachment 1 (DD254) and to add Attachment 12 (Government answer to RFP Q&A) and 13 (Word Document version of Section I and K. The Phase One proposal deadline remains unchanged; 3) Make minor corrections to the Performance Work Statement in Section C for Tasks 6.1 and 6.2; and 4) Update Section L2.2.0 and Table 1.1 to include the Glossary of Abbreviations and Acronyms. The Phase One proposal deadline remains unchanged.
