DLA Strategic Materials Vanadium Pentoxide IDIQ

This is an unrestricted RFP solicitation with the recommendation of other than full and open competition procedures.  The statutory authority for this non-competitive action is 10 U.S.C. §3204(a)(3)(A) as implemented by the Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(i), which states full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies in case of a national emergency or to achieve industrial mobilization, which per FAR 6.302-3(b)(1)(iii), may be appropriate when necessary to maintain properly balanced sources of supply for meeting the requirements of acquisition programs in the interest of industrial mobilization. The Government intends to award a single IDIQ contract to Largo Inc. and a single IDIQ contract to U.S. Vanadium LLC. The applicable NAICS code for this action is 325180, Other Basic Inorganic Chemical Manufacturing, with a size standard of 1000 employees. The applicable Product Service Code (PSC) is 9620 and the Material Code is N30001813.

The Defense Logistics Agency Strategic Materials (DLA SM), by and through the DLA Contracting Services Office – Columbus Division 3 (DCSO-C3), intends to solicit and award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Vanadium Pentoxide with a five-year ordering period utilizing Firm Fixed-Price (FPP) delivery orders. This is a solicitation for the acquisition of commercial items using FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation).
