Description
COMPETITIVE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement for Engineering, Technical, Logistics, and Programmatic support services for Fleet Support Team (FST) tasking associated with Electromagnetic Warfare (EW). The requirement is currently being performed under Task Orders N0016419F3010 and N0016423F3008. The Government contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Task Order resulting from this solicitation. The resultant Task Order will have a base period of one (1) year plus four (4) one-year options for a total of five (5) years, if all options are exercised. The requirement is currently being performed under Task Orders N0016419F3010 and N0016423F3008.
For industry awareness, market research in advance of this solicitation was conducted under the following announcements: Request for Information (RFI)/Sources Sought (SS) N0016425SNB12 (posted 15 Nov 2024), N0016425SNB32 (posted 31 Jan 2025) and N0016425SNB84 (posted 21 July 2025).
The Government intends to solicit this Task Order on an unrestricted competition basis among SeaPort-NxG Multiple Award Indefinite Delivery Indefinite Quantity Contracts (IDIQ MACs) prime MAC holders in accordance with (IAW) FAR 16.505.
The solicitation will be made available posted on https://www.sam.gov via the Procurement Integrated Enterprise Environment (PIEE) SOLICITATION MODULE. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https://www.sam.gov via the PIEE SOLICITATION MODULE. For within scope changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
The solicitation, all amendments and associated controlled documents will be posted on Procurement Integrated Enterprise Environment (PIEE formerly known as WAWF) Solicitation Module at https://piee.eb.mil. The solicitation notice will flow to SAM.gov, but the actual posting will be in PIEE. The proposal shall also be submitted through the Solicitation Module in PIEE.

Questions shall be submitted no later than 15 calendar days after the release of the solicitation. Questions received after the deadline of 15 calendar days may not provide the Government adequate time to prepare a response. Thus, a response by the Government is not guaranteed for any questions submitted after the deadline.
