Description
The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a Sole Source contract for informational purposes only. This proposed action is for the acquisition of Fatty-Acid Methyl Ester (FAME) Analyzers for the Air Force’s Aerospace Fuels Laboratories at Wright-Patterson Air Force Base (AFPET/PTPLA), Vandenberg Space Force Base (AFPET/PTPLE) and Cape Canaveral Space Force Station (AFPET/PTPLH). It was determined that Lazar Scientific, Inc. is a small business that can meet the Government’s specifications as they are stated in the attached Statement of Work (SoW). The Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1 and 12.102(a), resulting in a Firm- Fixed -Price contract.
The proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516 -Analytical Laboratory Instrument Manufacturing, (PSC) 6640 -Laboratory Equipment and Supplies. The proposed source is Lazar Scientific, Inc., PO Box 1128 Granger, IN 46530. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a Sole Source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The reason for lack of competition is as follows: Lazar Scientific, Inc., is the only known business capable of meeting the Government’s requirement, which is the need for three (3) FAME Analyzers to perform specification testing on Jet Fuel (ASTM D1655). Therefore, it is in the best interest of the Government to award to Lazar Scientific, Inc. Please see Attachment 2, Sole Source Justification, for complete details.
