Description
This Request for Information (RFI), SPE605-26-RFI-1011, is being issued for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy). DLA Energy is seeking to identify businesses that are interested in, and capable of providing ongoing uninterrupted Airlift Fuel Support for DLA Energy 3.9 Fuel Program to the Department of Defense and other federal civilian agencies for various customers located NPS Lake Clark NATL Park & Preserve,
Indian Mountains AFS, Cape Yakataga, and Sparrevohn LRRS as well as other locations throughout Alaska for a five (5) year period in accordance with FAR 12 (Commercial) and 15 (Negotiation) procedures.
THERE IS NO SOLICITATION AT THIS TIME. General information regarding RFIs: In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals. Any response to this notice will be treated as information only. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions.
The total estimated fuel quantity for the DLA Energy Alaska 3.9 PC&S Purchase Program is approximately 2.5 million gallons with 6+ line items. The fuel products sought potentially include the following:
• Diesel Fuel (DS1)
• Gasoline, Automotive (MUR)
• Gasoline, Aviation (AVGAS) (130)
Transportation Mode:
• Airlift (AIRLFT)
All quantities as well as fuel types are best estimates and may change.
All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions related to this topic.

The Defense Logistics Agency (DLA) Energy intends to issue solicitation on or about 30 April 2026.

- What types of fuel are you capable of supplying?
- Which areas can you supply the fuel for?
- What are the names and locations of your fuel supplier(s)?
- Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s).
- Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)?
- Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in Alaska?
- What areas/location(s) of Alaska does you company service?
- What modes of transportation can your company utilize to support the Alaska 3.9 Program?
