Description
Amendment 0003 was issued on April 9, 2026.
The purpose of this amendment is to provide responses to timely submitted questions, revise solicitation requirements, and extend the proposal due date. The following is a summary of the changes:
- Vendor Questions, Answers, and Pricing Revisions (Attachment 3): Responses to vendor questions and detailed revisions to the pricing spreadsheet are provided in the two-section "Vendor Questions Response" document (Attachment 3).
- Section I provides answers to General, Technical, and Price/PEL questions.
- Section II details changes to the Price Evaluation Book, including a list of removed items.
- Proposal Submission Deadline Extension: The proposal submission deadline is hereby extended from April 10, 2026, at 3:00 P.M. EST to April 24, 2026, at 3:00 P.M. EST.
3. Revised Pricing Submission (Attachment 1):
The pricing spreadsheet, Attachment 1 - Price Evaluation Book (Amendment 0003).xlsx, has been updated. The Price Evaluation List (PEL) is now reduced from 85 to 75 items. The following instructions are mandatory:
- Submission Tab: Offerors must complete and submit the tab labeled "PEL Amendment 0003".
- Reference Tab: The first tab ("Price Evaluation List (PEL)") is the old version and is for reference only. Do not use this tab for your final submission.
- Completeness Requirement: To be considered technically acceptable, proposals must include a price for all 75 items listed on the "PEL Amendment 0003" tab.
4. Alternate Item Submission (Attachment 4): A process for proposing technically equivalent alternate products is clarified. Offerors must use Attachment 4 - Alternative Items Price Book. xlsx for submitting any alternate items.
- Important: Per the terms of the solicitation, if the Government determines, at its sole discretion, that a proposed alternate is not technically equivalent, the offer will be considered to have failed to price that line item. Failure to provide an acceptable price for all 75 PEL items will result in the entire proposal being deemed technically unacceptable and ineligible for award.
5. Solicitation Document Revisions:
- Procurement Note C08, Tailored Logistics Support Purchasing Reviews, is hereby removed from the solicitation in its entirety.
- All references to "85 PEL items" throughout the solicitation are hereby changed to read "75 PEL items."
6. Attachments: This amendment includes the following attachments which are hereby incorporated into the solicitation:
- Attachment 1 - Price Evaluation Book (Amendment 0003).xlsx
- Attachment 3 - SPE2DH-25-R-0001 Amendment 0003.pdf
- Attachment 4 - Alternative Items Price Book.xlsx
7. All other terms and conditions of the solicitation remain unchanged.
