Description

Catholic Religious Education Coordinator Solicitation:

This is a 100% Small Business Set-Aside acquisition for commercial services conducted in accordance with FAR Subpart 13 (Simplified Acquisitions Procedures). This Request for Quotation (RFQ) is issued by SBD 3/ 61 CONF for a Catholic Religious Education Coordinator at Los Angeles Air Force Base (LAAFB).

This request will result in the award of a Firm Fixed Price service contract.

North American Industry Classification System (NAICS) Code: 611710 - Educational Support Services

Size Standard: $24M.

Service Description: 

This contract is for a Catholic Religious Education Coordinator. The Contractor shall utilize an approved Catholic curriculum and teach religious education for children ages 18 and under per the guidelines of the Archdiocese of Military Services for Saturday and Sunday Catholic Mass.

The Contractor shall provide all personnel, equipment, labor, tools, and supervision, necessary to develop a religious education program, teach the curriculum and accomplish the administrative services as defined in this Statement of Work (SOW).  The Base Chapel is located at Fort MacArthur and Chapel Offices are located in Los Angeles Air Force Base (LAAFB) building 272 at El Segundo CA.

Period of Performance:

Base Period (10 Months):

     - 29 March 2026 - Jan 28 2027

Option Periods (12 Months Each):

     - Option 1: 29 Jan 2027 - 28 Jan 2028

     - Option 2: 29 Jan 2028 - 28 Jan 2029

     - Option 3: 29 Jan 2029 - 28 Jan 2030

     - Option 4: 29 Jan 2030 - 28 Jan 2031

Evaluation Criteria:

Award will be made to the quoter whose quotation is determined to be most advantageous to the Government, considering Technical Capability, Past Performance, and Price, in accordance with FAR 13.106-2 and 13.106-3. Additionally, all quotes must meet all requirements set forth in this solicitation and the Statement of Work (SOW). 

Factor 1 – Technical Capability

The Government will evaluate the proposed company/ individuals capabilities, relevant experience in Catholic religious education, experience in a parish or military chapel setting, and ability to manage sacramental preparation and volunteer coordination.

Factor 2 – Past Performance

The Government will evaluate relevant past performance information, which may include references and other reasonable sources.

Factor 3 – Price

Pricing will be evaluated for completeness and reasonableness.
