Description
Pre-solicitation notice is prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. The Government intends to use the procedures in FAR Part 12.204 for the acquisition of these services. The purpose of this notice is to publicize the intension of the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) to issue a 100 % Small Business competitive solicitation under Request for Proposal (RFP) No. N00244-26-R-S003 through SAM.GOV Contracting Opportunities Website at link: https://www.sam.gov/opportunities.
The RFP is for the follow-on motorcycle traffic safety training service contract. These services provide program management support to the Commander, Navy Installations Command’s (CNIC) Traffic Safety program. The contract Motorcycle Traffic Safety courses are mandated by CNIC’s OPNAVINST 5100.23 directive. CNIC’s Motorcycle Traffic Safety program primarily focuses on motorcycle operator skill development through classroom training and on-cycle instruction in the continental United States regions, Hawaii, and Guam.
Description of service requirements include the contractor’s ability to centrally coordinate, manage, and implement the Traffic Safety courses at a regional level. Additionally, the contractor is responsible for providing professional qualified certified Motorcycle Traffic Safety (MSF) instructors. The following MSF or equivalent training courses include: Basic Rider Course (BRC) Level I, Basic Rider Course 2 (BRC-2) Level II, Advanced Rider Course (ARC) Level II, Dirt Bike School (DBS) Course Level I, All-Terrain Vehicle (ATV) Course Level I, Utility-Terrain Vehicle (UTV) Course Level I, and National Safety Council course Arrive Alive at 25 (Alive@25). These seven Traffic Safety courses provide training support in an effort to preserve the well-being of Service members across multiple CNIC Regions.
The competitive 100% small business set-aside solicitation will result in a single Indefinite Delivery Indefinite Quantity (IDIQ)/Firm Fixed Price (FFP) basic contract award. The period of performance will include one-year base period and four one-year option periods. The base period of performance is anticipated to begin on March 29, 2026. The total contract period of performance is 5 years, if all options are exercised. The RFP will include instructions for preparation of offeror proposals, the performance work statement, attachments, and evaluation criteria for proposals.
