Description
By way of this Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable small business or other than small business firms that are engaged in providing the requirement described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply, service, or construction. There is no solicitation currently available.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative costs incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice.
This project is for the construction of Two (2) Munitions Storage Igloos at Ellsworth AFB, South Dakota. The site contains two (2) existing earth- covered munition storage igloos that will need to be demolished that are 5145 square feet (SF) total. The existing structures consist of a thick concrete bunker encased in an earthen berm. Hazardous materials might be present in the existing structure and will need to be accounted for in the budget for proper disposal. The new igloos will be a new Earth Covered Magazine (ECM) to include concrete access pavement, communications, security systems, and utility electrical connection. The new Munition Storage Igloos are based on a Standard Design 421-80-08 REV1 designed by Huntsville MCX (Hayman-type). Each of the new proposed igloos are 80 feet long x 25 feet wide with an area of 2000 square feet (SF). The site work includes regrading around the proposed storage igloos to support positive drainage, new hardstand for access, concrete, and bollards. The site is located within the munition storage area (MSA) and will require escorts throughout all stages of construction. The contractor must coordinate access and inspections of all materials brought into the MSA. Construction Limits will be established within the MSA with temporary fencing. This chain-link fence will meet minimal requirements and have visual screening material attached to limit views into and out of the construction zone. A temporary working pad may be constructed between the two (2) existing igloos to stage and park any construction equipment.
