This notice is to inform interested parties of the Government's intent to award a firm-fixed-price, sole-source purchase order to Luna Innovations Incorporated for the procurement of a high-speed optical interrogator system. This action is being conducted in accordance with FAR RFO Part 12 procedures, Acquisition of Commercial Products and Commercial Services.

(ii) Award Procedures: The total estimated value of this action is under the Simplified Acquisition Threshold (SAT). The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR RFO 12.102(a), only one source is available.
(iii) Trade Agreements: This acquisition is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) or any Free Trade Agreements (FTA).
(iv) Technical Data: Product data sheets and performance details are available at www.lunainc.com and www.micronoptics.com.
(v) Construction: This requirement is not for a construction contract.
(vi) Submission of Information: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
(vii) Justification for Sole Source: The intended source is Luna Innovations Incorporated, 301 1st Street, SW Suite 200, Roanoke, VA 24011. This proposed action is for the acquisition of commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR RFO 12.102(a), only one source is available. The rationale for this decision is based on market research conducted via a Sources Sought Notice, which closed on March 20, 2026. The Government received no responses to this notice, indicating that only one known source is reasonably available to provide the supplies that meet the Government's requirements as detailed in the attached Specification Sheet.
