Description

The purpose of this Sources Sought Notice is to survey prospective vendors capable of supplying Shell Panolin S5 Grease EAL A600P 1 (formally named Biogrease W EP1) in 55-gallon drums (Quantity: 2 drums) for delivery to Albeni Falls Dam (AFD), Oldtown, ID. This is a Brand Name requirement, and the Brand Name Justification will be posted with any prospective solicitation. Shell Panolin S5 Grease EAL A600P 1 is required, and no substitutions are acceptable. The Brand Name salient characteristics are documented in the attached purchase description.

The applicable NAICS code for this requirement is 325998 All Other Miscellaneous Chemical Product and Preparation Manufacturing with a Small Business Size Standard of 650 employees. This acquisition will result in a Firm Fixed Price (FFP) contract.

This Sources Sought Notice is for informational and planning purposes only. Market research in accordance with Federal Acquisition Regulation (FAR) Part 10 is being conducted. This is not a Request for Proposal, Request for Quote, or Invitation for Bid. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to make an award as a result of this announcement. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

The result of this market research will contribute to determining the method of acquisition. This Sources Sought announcement seeks to gain knowledge of potentially qualified small businesses, 8(a) participants, service-disabled veteran-owned small business (SDVOSB) concerns, HUBZone small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns; as well as their size classifications relative to the NAICS code 325998 and Small Business Size Standard of 650 employees. Depending upon the responses, the solicitation will either be set aside for small business with one of the categories listed above or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project, a separate solicitation announcement will be published on the System for Award Management site (www.sam.gov).

Comments and/or suggestions are encouraged and can be included in your response.

Interested businesses shall provide the following information:

1. Company name, mailing address, CAGE code, point of contact, telephone number and email address.

2. Business size status (e.g., 8(a), Woman Owned, Service-Disabled Veteran-Owned, small business, large business, etc.) relative to the NAICS code 325998.

3. Appropriate written information and/or data supporting your capability to supply the required end item in accordance with the attached purchase description.

4. Answers to the following questions:

a. As a Brand Name requirement no other product will be acceptable. Is your firm capable of delivering two 55-gallon drums of Shell Panolin S5 Grease EAL A600P 1?

b. The delivery schedule states delivery is required within 4 weeks after award to Albeni Falls Dam. Is this a reasonable amount of time for delivery?

c. What is the approximate cost of the two 55-gallon drums? This is for estimating purposes only and firms will not be held to any pricing provided.

d. What is the country of origin for this product?

ACCEPTANCE OF MATERIALS:

Materials will be inspected at the delivery point prior to acceptance. Contractor shall be responsible for maintaining the product’s condition as specified until the point of acceptance. New product only will be accepted.

DELIVERY SCHEDULE:

The successful offeror shall be required to deliver the two 55-gallon drums to Albeni Falls Dam within 4 weeks of award. All deliveries must take place during AFD business hours of Monday through Thursday 7:00 am – 4:00 pm, excluding Federal holidays.

Reference the synopsis title in subject line of e-mail. Market research responses received after the time and date specified may not be considered.
