Description
DESCRIPTION – The purpose of this notice is to gain knowledge of potential sources for this project for planning purposes only. The New Hampshire National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 237310 – Highway, Street, and Bridge Construction with a Small Business Administration size standard of $45.0M.
The magnitude of this project, in accordance with FAR 36.204(c), is between $100,000 and $250,000. Specifically, the 157th ARW of the New Hampshire Air National Guard is researching the availability of sources capable of installing approximately 820 linear feet of an M30 P1 rated cable barrier system along the primary roadways leading into the main post area of Pease AFB. The work includes all management, labor, materials, and equipment for site preparation, excavation, foundation construction, barrier installation, and site restoration. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 4:00 PM (EST) on 13 April 2026. Submissions are restricted to ten (10) single-sided pages maximum, and must include: (1) A positive statement of intent to bid as a prime contractor; (2) A completed and signed Sources Sought Response Form (attached below); (3) A listing of projects completed during the past three (3) years, which may include both Government and/or private industry projects, detailing the type of project, dollar value, contract number, location, and a point of contact for each, while also indicating if you were the prime or a subcontractor (if a subcontractor, provide the name and point of contact for the prime contractor); (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract; and (5) A letter from your surety detailing your maximum bonding capacity per project.
In the event adequate small business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
