(CNSL MHE/SMSE Maintenance and Troubleshooting)
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to negotiate a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Shipboard and Shore based Material Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE). This is synopsis for non-commercial services prepared in accordance with the format in FAR Part 15- Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. The requirement covers the performance requirements for NAVSUP FLC Norfolk.
The requirement will be solicited on or about 25 March 2026. The services that will be procured consists of the following: Material Handling Equipment (MHE)/Shipboard Mobile Support Equipment (SMSE) technical support is to provide a business support model for MHE and SMSE repair and maintenance that is consistent with financial regulations established by NAVSUP. Reimbursable customers receive Unscheduled Maintenance repair (UM), Preventative Maintenance (PM), 12/18-Month Service, 18-Month weight test and/or forklift certification, and trouble shooting in the logistics arena. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive quote for the contract should submit a capability statement in beta.SAM.gov. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
