Purpose of Industry Day

The U.S. Army Corps of Engineers, Sacramento District – Utah Satellite Office is conducting an Industry Day to provide interested Offerors with a clear understanding of the Government’s requirements and project timelines.

The event will:

  • Present upcoming project requirements and anticipated milestones.
  • Facilitate Q&A sessions to address technical, schedule, and procurement questions.
  • Promote networking between industry representatives and the USACE Hill Team.
  • Provide a tour of the Plating Shop.

Key USACE Staff Available: Project Manager, Technical Lead, Discipline Design Leads, Environmental Leads, and Contracting Officers.

Project Overview

The Plating Shop Renovation project will modernize and expand existing facilities located in Building 505 (B505) and Building 507 (B507) at Hill AFB, Utah, ensuring continued depot-level maintenance capability for multiple aircraft platforms. The renovation addresses compliance with OSHA and environmental standards, enhances safety and ergonomics, improves energy efficiency, reduces maintenance costs, and provides a robust, modernized facility to ensure reliable aircraft part finishing in support of Air Force readiness.

The project includes both the comprehensive renovation of 20,000 square feet of existing shop space and the construction of a new 2,800-square-foot Pre-Engineered Metal Building (PEMB) to accommodate expanded operations.

Renovation – Building 505/507 (20,000 SF)

  • Structural Upgrades: Reinforce basement slabs, footings, and CMU walls. Replace structural platforms, columns, and grating for plating tanks. Modify roof structure to support overhead cranes.
  • Mechanical & Process Systems: Replace HVAC and ventilation systems for chemical processes and fume exhaust. Refurbish chemical-resistant coatings on floors, walls, and ceilings.
  • Electrical & Controls: Upgrade panelboards, busways, circuits, instrumentation, and lighting to support automated, traceable plating operations.
  • Fire & Life Safety: Install updated fire suppression systems, emergency eyewash/shower stations, and life safety signage.

  • Design Features: Insulated steel panels, standing seam metal roof, polyisocyanurate insulation, snow guards.
  • Basement & Platforms: Cast-in-place basement, equipment platforms, steel stairs, service utility routing.
  • Integration: Structural opening and expansion joint between B505 and PEMB for seamless operational flow.

Ordering Period & Phased Construction Approach

  • Ordering Period: 1,825 calendar days (5 years) to accommodate phased construction, complex equipment installation, testing, and commissioning.
  • Task Orders: Each phase executed under a separate pre-priced task order with its own Notice-To-Proceed (NTP).

Phased Construction Schedule:

Phase 1:

  • Demolition: 'A' tank line (B507), ovens (B505)
  • Installation: Type II Anodize (B507); Chrome, Type III Anodize, Phosphate/Passivate (B505)

Phase 2:

  • Demolition: Chrome, Anodize, Phosphate lines
  • Installation: Cadmium, Zinc Nickel, Temper Etch, Nickel, Electroless Nickel

Phase 3:

  • Demolition: Cadmium, Iridate, Zinc Nickel, Temper Etch, Nickel lines
  • Installation: Chrome Strip, FPI, Degrease, Future lines

Phase 4:

  • Demolition: Chrome and FPI lines
  • Installation: New Chrome tank line

Each task order includes labor, equipment, supervision, and materials and is issued within the 5-year ordering period.

Occupancy of Premises

  • Work occurs in active, secure facilities. Contractors must maintain security, protect Government property, provide dust enclosures, and coordinate with ongoing operations.
