NOTICE OF INTENT SYNOPSIS: Department of the Interior, Bureau of Land Management, Headquarters Acquisition Branch intends to award a sole source Contract for Digital Evidence Management System (DEMS) to Axon Enterprise, Inc. for a base and four (4) one-year option periods under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and in pursuant to FAR 6.302-1 under the North American Industry Classification System code (NAICS) 513210.

DOI/BLM will procure DEMS services from Axon Enterprise, Inc. with a start date no later than April 1, 2026.

Services include:

Digital Evidence Management System software for Axon Body Worn Cameras and Fleet Vehicle Cameras (FedRAMP approved)

This will be a sole source procurement under the authority of 10 U.S.C 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that feel they should be considered qualified to provide the foregoing services may submit a response to this notice by March 12, 2026 at 12:00 PM EST to aalger@blm.gov. Information furnished shall include detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no written response is electronically submitted by the aforementioned deadline that clearly demonstrates the ability to meet all requirements and is more advantageous to the Government, DOI BLM will make an award on a sole source basis to Axon Enterprises, Inc. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
