Subject: Sources Sought for Commercial Internet Services

1. Description

This is a Sources Sought notice for informational and planning purposes only. It does not constitute a Request for quote (RFQ) or a promise to issue an RFQ in the future. 30 CONS/PKB is conducting market research to identify potential sources capable of providing Commercial Internet Services (CIS) at VSFB, California. The information provided in this notice is subject to change and is not binding on the Government. The Government will not award a contract based on this notice, nor will it pay for any information or administrative costs incurred in response to this notice. All submissions become Government property and will not be returned.

2. Background

Units located on VSFB require an unfiltered network access point to access resources provided by commercial partners.The incumbent contractor has existing IT infrastructure installed at the required locations. A new provider may be required to install new infrastructure, which could result in a duplication of costs for the Government. This market research is being conducted to determine if other commercial sources are available to meet the Government's needs and to assess the competitive landscape.

3. Scope of Work

The interested party shall be capable of providing all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide Commercial Internet Services to buildings 7000 and 8401 at Vandenberg SFB.

The required services include:

  • Internet Connectivity: Provide a stable, high-speed commercial internet connection to buildings 7000 and 8401.
    • Provide 1 Gbps of commercial internet service at each site.
  • IP Addressing: Provide a static IPv4 block (/29) at each site.
  • Installation and Maintenance: Installation, maintenance, and continuous operation of all required network equipment.

4. Market Research Questionnaire

Interested parties are requested to respond to this notice with a capabilities statement that addresses the following questions. Please provide clear and concise answers using your company letterhead.

  1. Company Information:
    • Company Name, Address, and Point of Contact (Name, Title, Phone, Email).
    • CAGE Code and Unique Entity ID (UEI).
    • Business size and any socioeconomic classifications (e.g., Small Business, HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business, etc.).
  2. Capability and Experience:
    • Does your organization currently have a point of presence and capability to provide commercial internet services on Vandenberg Space Force Base?
    • Does your organization have existing infrastructure on VSFB? If so, please describe its location and capabilities.
    • Is your company currently capable of providing 1Gbps commercial internet services for buildings 7000 and 8401 on Vandenberg Space Force Base.
      • If not, what would need to happen before your organization could provide the services described above (hardware installation, approvals/authorizations, etc.).

Other Information:

    • Please provide any additional information, suggestions, or potential challenges that would be helpful for the Government to consider in developing this requirement. This may include industry best practices, alternative solutions, or potential cost-saving measures.
