Description
This announcement constitutes a Notice of Intent to Sole Source. The 147th ATW intends to award a service contract to support the procurement of Commercial Internet Service to Ellington AB, Houston, TX 77034. AT&T is the only vendor capable of meeting this requirement. Market research confirms that AT&T is the sole provider with an existing and operational network demarcation point (Dmarc) at the 147 ATKW. The Dmarc is the physical point at which AT&T's public network ends and the installation's private network begins, making it the essential point of interconnection. Procuring this service from any other vendor would require the installation of new fiber optic cabling and the construction of a new Dmarc on the installation. Such an undertaking would result in substantial duplication of costs and unacceptable delays. These delays would negatively impact ongoing mission activities that rely on stable, high-speed connectivity. Therefore, AT&T is the only source that can fulfill this requirement in a timely and cost-effective manner.

This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice is NOT a request for competitive proposals as the Government does not own or possess the facility necessary to facilitate competition for these services.
However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
Issue date of the solicitation is 17 April 2026, with response date for receipt of proposal 21 April 2026. As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV.
