The purpose of this amendment is to clarify that this solicitation closes on February 12, 2026 at 3 pm Pacific Time.

Combined Synopsis-Solicitation for Brand Name or Equal to Advanced Telemetry Systems (ATS) SS400-SB Acoustic Transmitters, Gen IV JSAT Coding in accordance with attached Technical Specifications

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Subpart 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

The solicitation number is issued as a request for quotation (RFQ) 140G0326Q0035.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated 10/01/2025.

All interested parties must be actively registered in System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal contract. For more information, review the SAM website at https://SAM.gov.

The U.S. Geological Survey (USGS), Columbia River Research Laboratory requires a quantity of 430 acoustic transmitters, Brand Name or Equal to Advanced Telemetry Systems (ATS) SS400-SB Acoustic Transmitters, Gen IV JSAT Coding in accordance with the attached technical specifications.

This a small business opportunity; evaluation will be based on Trade-Off factors including:

Buy-American Act is applicable to this solicitation, and preference is given to US manufacturers and offers with products manufactured in the US.

Delivery Date: No later than April 30, 2026

FOB Destination: Cook, WA 98605

New equipment ONLY, NO grey market or refurbished products. All items must be covered by the manufacturer's warranty.

Award is all or none. No partial orders or backorders.

USGS is tax-exempt.
