Air Marine Interdiction Mock Training Facility

Federal Law Enforcement Training Center (FLETC) Glynco, GA

The US Army Corps of Engineers (USACE), Savannah District, is conducting additional market research to identify potential parties having interest in and capability of performing construction specialty trade services for the construction of a mock training facility with the requirement of a Project Labor Agreement (PLA).

Based on the responses to this request for information notice, this project may include the requirement for a PLA. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a PLA is appropriate for this requirement.

The applicable NAICS code for this requirement is 236220 – Commercial and Institutional Building Construction with a Small Business Size Standard of $45M. The Product Service Code is Y1JZ - Construction of Miscellaneous Buildings. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in the request for information-market survey form.

Construction Magnitude: The estimated magnitude of this construction project is between $25,000,000 and $100,000,000.

Project Description: The Government intends to design and construct four new facilities at Federal Law Enforcement Training Center (FLETC) Glynco, GA, using a Design-Build Done Right delivery approach. The project includes three large, open-span mock training buildings, each approximately 30,000 gross square feet, and one administration building of approximately 9,500 gross square feet. All facilities will comply with applicable FLETC and CBP design standards and security requirements. The project will be constructed on a currently undeveloped, forested site with existing creeks that will be incorporated into the stormwater management design. Work will also include all associated site development, including utilities, site lighting, paving, parking, sidewalks, storm and sanitary sewer systems, curbs and gutters, information systems infrastructure, landscaping, and signage. 

The anticipated period of performance for construction is 1,460 calendar days after issuance of the Notice to Proceed.

All interested parties, with 236220 – Commercial and Institutional Building Construction as an approved NAICS code, are requested to submit a response to the Market Survey via the link provided in this announcement no later than April 14, 2026, at 5:00pm EDT.
