1. Government Responses to Questions: The Government's responses to all timely questions received from industry are provided in the updated "Attachment 16: Question and Answer Document."
2. Solicitation Revisions: The base solicitation document has been revised to incorporate changes resulting from the Q&A process. The updated document, titled "HC108426R0004 Amendment 0003 ESS IV," is attached and supersedes all previous versions. Offerors must use this revised document when preparing their proposals.
3. Final Extension of Question Period: The Government will allow for a brief, final period for any potential follow-up questions strictly related to the answers provided in Attachment 16. The deadline for any final follow-up questions is Monday, March 30, 2026, at 4:00 PM CST.
4. Proposal Due Date Unchanged: The proposal submission deadline remains April 7, 2026, at 4:00 PM CST, as established in Amendment 0002. No further extensions to the proposal due date are anticipated.

All other terms and conditions of the solicitation remain unchanged. Offerors are required to acknowledge receipt of this amendment, as well as all previous amendments, with their proposal submission.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number HC108426R0004 is issued as a request for proposal (RFP) for a scalable storage system that can dynamically adapt to varying storage and throughput demands through an on-demand service model. This approach must allow for cost flexibility, being billed on a utility basis that depends on actual usage throughout the contract's lifecycle. The scope of this contract requires a managed storage service for the Government that provides solutions for all application workloads, including the necessary hardware, operating software, network management tools, technical services, and operational control. In addition, the required managed services should include the comprehensive provisioning and maintenance of all necessary assets, such as hardware, software, licensing, and all relevant design, logistics, field maintenance, and systems engineering services. The primary objective is to ensure seamless, adaptive, and efficient storage management that provides the Government with the flexibility needed to satisfy requirements for security, availability, scalability, and the modernization of its storage infrastructure.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
