657-26-110JB Upgrade Boiler Steam Safety Valves STATEMENT OF WORK (SOW) for CONSTRUCTION PROJECT: 1. This contract is for CONSTRUCTION services for the work required to replace and upgrade steam safety valves within the steam boiler system in Building 75 at the Jefferson Barracks VA. 2. Description: Existing steam safety valves found within the steam boiler system in Building 75 are in need of replacement and upgrading so to improve facility safety and efficiency. To do so, this Scope of Work (SOW) will address a total of eight steam safety valves, which is comprised of two steam safety valves per each of the three separate boilers, one safety valve following the PRV station upstream of the deaerator, and one deaerator safety valve. All new work and equipment shall comply with VHA Directive 1810. The following outlines the SOW for the different valve types, with respect to their adjacent structure/function: a. Steam Safety Valves on Boiler (SVB) SOW: Removal of two existing SVB per each of the three separate boilers, totally in six SVB to be removed. Installation of two new SVB per each of the three separate boilers, totaling in six SVB to be installed. All new SVB being installed will require flange reducers 2½ x 4 flange reducers, properly upsized drip 90 bowl/cups, upgraded A193 flange steam bolts, and other related materials to complete their proper installation. For all new SVB being installed, steam escape piping contiguous with drip 90 bowl/cup and/or vertically extending upwards through the roof of Building 75 may require modification. For each of the three separate boilers, the two new SVB being installed are to be similar but have unique specifications, as outlined below: SVB type 1: Relieve Boiler Steam at 130 psi (Set Point) Relieve 80% of total steam capacity of 35,000 lbs/hr, or 28,000 lbs/hr SVB shall be constructed of Cast Steel SVB type 2: Relieve Boiler Steam at 135 psi / Set Point Relieve 100% total steam capacity of 35,000 lbs/hr, or 35,000 lbs/hr SVB shall be constructed of Cast Steel b. Safety Valve Following PRV (SVFPRV) SOW: The existing SVFPRV, located upstream of the Deaerator, is to be removed. In its place, a new Kunkle is to be installed. Its installation will require newly upgraded A193 flange steam bolts and other related materials to complete proper installation. The new Kunkle being installed must meet the following specifications: Relieve steam at 15 psi (Set Point) Relieve steam capacity of 17,972 lbs/hr Shall be constructed of Cast Steel c. Deaerator Safety Valve (DASV) SOW: The existing DASV is to be removed. In its place, a new DASV is to be installed, which must meet the following specifications: Relieve steam at 15 psi (Set Point) Relieve steam capacity of 2,990 lbs/hr. The acceptable relief steam capacity is 500 lbs/hr to 1,000 lbs/hr. Shall be constructed of Cast Steel The contractor shall furnish all labor, supervision, materials, products, tools, equipment, temporary structures (including scaffolding), and any other resources necessary to complete the work as described in this SOW, whether specifically listed or implied by the scope. The contractor shall provide a high level of quality and workmanship. The contractor is responsible for the removal and disposal of any project-related equipment and materials. The contractor shall also assist relevant Building 75 personnel, or independently perform the following duties as required: Safely shut down, including lock out tag out, of boilers and steam lines Scaffolding set up and removal Test the steam system for leaks upon completion of all valve installation Safely restart steam system, including lock out tag out, and verify proper operations 3. Note: Contractor to abide by all work & requirements set in the final release for construction project specifications. 4. Project shall conform to all Records Management and Privacy Language. 5. The period of performance for this project will be 180 calendar days after NTP issue date.
