Description
Construct maintenance hangar at CSL Comalapa, El Salvador. The project will include construction of a single bay 2800 m2 aircraft maintenance hangar capable of supporting C-130 or P-8 aircraft. The hangar will include both a small admin space and material and tool storage spaces. Additional parking apron space is included to accommodate temporary parking of aircraft awaiting maintenance and provide swing space for the existing apron.
Offerors are hereby advised that all references to the FAR and DFARS within this solicitation pertain to the new Revolutionary FAR Overhaul (https://www.acquisition.gov/far-overhaul/far-part-deviation-guide). While much of the verbiage has remained consistent with the previous version of the FAR and DFARS, there are notable differences. It is incumbent upon the contractor to be fully aware of these changes and ensure their proposal complies accordingly.
Furthermore, this solicitation includes specific cybersecurity requirements. The scope of work requires the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). Consequently, the contractor and/or subcontractor(s) must comply with Cybersecurity Maturity Model Certification (CMMC) requirements. The Contractor shall have and maintain for the duration of this contract, order, or agreement a current CMMC status at the following CMMC level, or higher: CMMC Level 1 (Self) for all information systems used in performance of the contract, task order, or delivery order that process, store, or transmit FCI or CUI. NOTE: Phased implementation of CMMC is expected as follows:

From 10 Nov 2027 through 9 Nov 2028: Any CMMC Level may be required in solicitations if the Project Manager (PM) / Requiring Activity (RA) has provided a CMMC level for the specific requirement.
Prior to 10 Nov 2028, the PM/RA has sole discretion to determine if CMMC will be applied to a contract requiring the use of information systems for FCI/CUI. However, beginning 10 Nov 2028, the clause will be prescribed for use if PMs/RAs determine that the contractor will be required to use contractor information systems in the performance of the contract, task order, or delivery order to process, store, or transmit FCI or CUI, excluding awards solely for the acquisition of COTS items.
