This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Background: The Naval Facilities Engineering Systems Command, Marianas (NAVFAC SYSCOM MAR) provides critical engineering, construction, and facility management services to U.S. Navy, Marine Corps, and other joint forces operating in the Indo-Pacific region. This Performance Work Statement (PWS) is for mobile wireless and cellular telecommunication solutions to support official, mission-essential duties for military, U.S. civilian, and designated contractor personnel across the NAVFAC Marianas Area of Operations (AO), which includes but is not limited to Guam, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), Palau, and Yap. The unique geographic dispersal and strategic importance of this region demand robust and resilient communication capabilities.
Objective: The primary objective is to acquire secure, reliable, and technologically current wireless devices and services to ensure mission-critical connectivity for data, voice, and text communications. The solution must support personnel operating in diverse environments, from local office settings to remote field locations and international travel within the Continental United States (CONUS) and globally. This PWS establishes the performance-based requirements to ensure the contractor's solution maintains command and control, supports daily administrative functions, and provides surge capacity for contingency operations.
Scope: The contractor shall provide all necessary resources, including but not limited to labor, management, supervision, tools, materials, equipment, and transportation, to fulfill the requirements outlined herein. The scope encompasses the provision and management of cellular services (voice, data, text), the supply and lifecycle management of mobile devices (e.g., smartphones, tablets, Mi-Fi hotspots), support for network infrastructure, and enterprise mobility management integration. This is a performance-based contract where the contractor is responsible for the results, not the method of performance.
