Description

THIS IS A NOTICE OF INTENT TO AWARD ASOLE SOURCE CONTRACT AND IS NOT AREQUEST FOR COMPETITIVE QUOTES. Defense Health Agency Contracting Activity (DHACA) on behalf of the Armed Forces Medical Examiners System (AFMES) intends to award a firm fixed price sole source contract under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to:

The objective of this sole source award is to provide forensic toxicology testing from NMS Labs in accordance with the attached PWS. Located at Dover Air Force Base, Dover, DE 19902.

Period of Performance:

Base Year: 1 MAR 2026 thru 28 FEB 2027

Option Year 1: 1 MAR 2027 thru 28 FEB 2028

Option Year 2: 1 MAR 2028 thru 28 FEB 2029

Option Year 3: 1 MAR 2029 thru 28 FEB 2030

Option Year 4: 1 MAR 2030 thru 28 FEB 2031

NMS Labs is a large business concern.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and can provide valid capability to provide required services validated by NMS Labs. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.

Capability statements are due by 0900 EST, 28 Feb 2026. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: alicia.maldonadotorres.civ@health.mil. The email subject line shall state, “Special Notice Number PANDHA-25-P-0000-030274.”
