DESCRIPTION – The purpose of this notice is to gain knowledge of potential sources for planning purposes only. The New Hampshire National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 237120- Oil and Gas Pipeline and Related Structures Construction with a Small Business Administration size standard of $45.0M.
The magnitude of this project is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) which states: The concern will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Specifically, the 157th ARW of the New Hampshire Air National Guard has a need to demolish and replace the existing ground fuels storage tanks. Additionally, demolition of existing pavement and installation of new ground fuels storage and dispensing equipment will be required. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 11 March 2026. Submissions are restricted to ten (10) single-sided pages maximum, and must include: (1) Positive statement of intent to bid as a prime contractor. (2) A completed and signed Sources Sought Response Form SZCQ20152450. (3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) A letter from your surety with your maximum bonding capacity per project.
In the event adequate small business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
