Description

This notice is issued for informational purposes only and does not constitute a request for quotations. A solicitation document will not be issued, and quotations will not be requested.

The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts (OPC), on behalf of the Department of Transfusion Medicine, intends to award a firm-fixed-price contract on a sole-source basis to Blood Bank Computer System Corporation (BBCS) for a one-year Express Maintenance Software Maintenance Service Agreement. The anticipated period of performance is March 18, 2026, through March 17, 2027.

The Department of Transfusion Medicine requires continued support, software services, and licenses for the BBCS proprietary Blood Donor Software Application. This software supports the collection, testing, manufacturing, shipping, and inventory management of blood products at the NIH Clinical Center. The system is essential to the daily operations of the Transfusion Services Section and integrates with the Clinical Center’s Hospital Information System (HIS).

The BBCS software also generates operational and inventory reports used to monitor blood supply levels within the hospital and maintains electronic records for both patients and blood donors, which are critical to transfusion operations and regulatory compliance.

Sole Source Justification

Blood Bank Computer System Corporation (BBCS) is the original developer and proprietary owner of the NIH Clinical Center’s blood bank software system and associated modules. As the developer and exclusive provider of the software, BBCS is the only vendor capable of providing the required software license renewals, maintenance services, and technical support necessary to maintain system functionality and compatibility.

No other vendor has access to the proprietary source code, system architecture, or licensed modules required to perform maintenance, updates, and technical support for this system.

Authority

This acquisition is being conducted in accordance with:

FAR 13.106-1(b)(1) – Soliciting from a Single Source

For acquisitions not exceeding the Simplified Acquisition Threshold (SAT), contracting officers may solicit from one source when the contracting officer determines that only one source is reasonably available to meet the Government’s requirements.

Acquisitions conducted under FAR Part 13 – Simplified Acquisition Procedures are exempt from the competition requirements of FAR Part 6.

Responses

Interested parties may submit capability statements demonstrating their ability to provide equivalent software licensing, maintenance services, and technical support for the BBCS Blood Donor Software Application.

The determination by the Government not to compete this requirement based upon responses received is solely within the discretion of the Government.
