This SPECIAL NOTICE is to inform industry that the RPSS III requirement remains in the acquisition planning stage. The schedule and anticipated release date are still under review. At this time the Government anticipates the possibility of posting a solicitation near the end of Quarter II; however, this is subject to change and is not guaranteed. The Government reserves the right to not post or issue a solicitation as a result of this notice.

Real Property Support Services III (RPSS III)

This REQUEST FOR INFORMATION (RFI) is to seek industry feedback on identifying a more suitable North American Industry Classification System (NAICS) code for the Real Property Support Services (RPSS) III requirement. Currently, generation II, Single Award Task Order Contract is in the Small Business 8(a) program and using NAICS code 541611 Administrative Management and General Management and Consulting Services with Small Business Size Standard $24.5M. However, the Government is evaluating for an alternative NAICS code in support of a possible Multiple Award Task Order Contract that would better align with the scope of work. Industry input is requested to help validate a potential alternative code that accurately reflect the requirement. The Government will review the responses received from this RFI and determine an alternative NAICS code for the procuring RPSS III requirement.
This RFI is for market research purposes only and IS NOT A SOLICITATION nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
RFI QUESTIONS. Please provide responses to the following questions:
1) How does the change from NAICS code 541611 to 541990 or 561499 impact your company’s ability to qualify and/or compete for this requirement under a total Small Business 8(a) contract? Would a different NAICS code better align with your business capabilities?
2) Has your 8(a)-business performed real property support services—such as data entry, data quality management, and record updates—under NAICS 541990 or 561499? If so, can you provide examples of contracts awarded under these codes?
3) Which NAICS code does your company typically use when pursuing similar Government contracts? Do you believe 541990 or 561499 accurately reflect the required work (See attached PWS), or is there another code you would recommend ensuring Small Business participation?
4) Would your business be more or less likely to submit a proposal under NAICS 541990 or 561499 compared to 541611? Are there any concerns about the size standard, eligibility, or competition within these NAICS codes?
5) Are there any potential barriers to participation in this procurement based on the NAICS code change? What steps could the Government take to ensure the NAICS selection supports 8(a) Small Business participation while maintaining alignment with the scope of work?
