Description

Pursuant to FAR Subpart 13.106-1(b), Veterans Health Administration (VHA), Network Contracting Office 5 intends to solicit from a single source for the purchase of Performance Improvement Management System (PIMS) services from Oak Ridge Associated Universities, Incorporated (SAM UEI: JW7MLW3RRK34). Under the contemplated contract, the vendor will provide for VA-wide access and online management of key emergency preparedness and response modules to support the development and execution of exercises, inspections, performance assessments, fiscal accounting, and personnel deployments. The PIMS (maintained by Oak Ridge Associated Universities (ORAU), is a mission-critical system that has a significant impact on the capability of the VA to respond to an emergency or disaster. This notice of intent to conduct a sole source acquisition is not a request for competitive proposals. However, any responsible source who believes it is capable of performing the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
