TYPE OF ACQUISITION AND CONTRACT
This acquisition is issued as a Small Business Set Aside. Award will be made as best value to the Government using a trade-off process, resulting in a single award Firm Fixed Price Purchase Order.

PROPOSAL SUBMISSION REQUIREMENTS
Offerors SHALL submit the following in response to this solicitation:
- Price – Offerors must submit Completed Pricing Matrix at Attachment 0005. All yellow-highlighted sections in each of the three (3) tabs shall be completed. Prices shall be stated to 2 decimal places.
- Completed Gage Calibration Questionnaire at Attachment 0006.
- A technical capability statement/ brochure/ attachment of previously worked on contracts related to gage calibration.
* This information must include the company’s skills, areas, and how they intend to meet the PWS requirements.
- A copy of the Laboratory Accreditation Certificate(s), showing accreditation to ISO/IEC 17025. Certificates must be provided for all laboratories that will be performing calibration services.
BASIS FOR AWARD
In accordance with FAR 52.212-1(g), the Government intends to award one (1) Purchase Order to the offer who submits a responsive proposal that provides the best value to the Government using a trade-off process.
- “Best Value” The expected outcome of the acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
- “Tradeoff” The Government may accept other than the lowest priced proposal when the decision is consistent with the evaluation criteria, and the Government reasonably determines that the perceived benefits of a higher priced proposal warrants the increase in price.
The Government has established Technical and Price as the evaluation factors. The order of importance is as follows:
- Factor 1: Technical is more important than Price
- Factor 2: Price is not expected to be the controlling criterion in the selection, but price importance will increase as the differences between the evaluation results for the technical criterion decrease.
Proposals are intended to be evaluated and the award made without discussion, unless interchanges are determined necessary.
EVALUATION CRITERIA
FACTOR 1: TECHNICAL
Quoters shall submit a technical capability statement/ brochure/ attachment of previously worked on contracts related to gage calibration. Based on the information provided, a rating of “Acceptable” or “Unacceptable” will be assigned as follows:
Acceptable: Proposal meets the requirements of the solicitation
Unacceptable: Proposal does not meet the requirements of the solicitation
FACTOR 2: PRICE
Quoters shall adhere to the instructions on the Government provided Pricing Matrix (Attachment 0005) and fully complete all required fields in the three (3) tabs. Failure to comply with any pricing instruction included in this solicitation may render the proposal ineligible for award.
The price proposed will be evaluated to determine reasonableness. In accordance with FAR 31.201-3, a price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
