Purpose:
The General Services Administration (GSA), Public Buildings Service (PBS), Capital Project Acquisition Delivery Division is conducting an Industry Day to generate interest and explain two (2) highly complex projects (judicial facility, seismic, multiple buildings, multiple phases, multiple site improvements and repairs, etc.) This will be an excellent opportunity for contractors with North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction, and similar construction experience to learn more about this upcoming project and the construction acquisition strategy.
Projects Description:
Non-Structural Seismic Mitigation at the Clemente Ruiz Nazario U.S. Courthouse
The GSA, PBS, Capital Project Acquisition Delivery Division, intends to solicit for a highly qualified Contractor who can provide Construction Services to perform Non-structural Seismic Modifications at the Clemente Ruiz Nazario U.S. Courthouse (Nazario Courthouse) located at 150 Carlos Chardon Avenue in San Juan, Puerto Rico.
GSA intends to replace or modify the existing non-structural unreinforced concrete masonry unit walls within the Nazario Courthouse and install fiber reinforced polymer material around all columns. The planned project delivery method is General Construction (GC). The project will be multi-phased and performed after-hours to allow the Nazario Courthouse to remain operational throughout construction.
The Nazario Courthouse, located on the Hato Rey Federal Campus (Campus) in San Juan, Puerto Rico, is approximately 100,000 gross square feet and houses the U.S. District Court for the District of Puerto Rico and offices of the U.S. Department of Justice. The 27-acre Campus, the largest GSA facility in the Caribbean, also includes the Degetau Federal Building, a childcare center, a parking structure, and the Justice Department-Federal Bureau of Investigation San Juan Field Office; all of which will remain operational during construction.
Contract Type: The contract type for this procurement will be Firm-Fixed price. The line item schedule will include a lump sum item for the Base work. There will also be option line items for this procurement.
Price: The total magnitude of this project at award is between $20,000,000 and $40,000,000.
Selection and Schedule: The Contractor will be selected through a procurement method developed in accordance with Federal Acquisition Regulations (FAR) Part 15 and FAR 36. (FAR Deviation - RFO-2025-15 and RFO 2025-36)
The period of performance for the proposed contract will range between twenty four (24) and forty six (46) months upon issuance of notice to proceed.
New Courthouse Annex Project Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse Complex, San Juan, Puerto Rico
The GSA, PBS, Capital Project Acquisition Delivery Division, intends to solicit for a highly qualified Contractor who can provide Construction Services for a New Courthouse Annex (Annex) project at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse complex located at 150 Carlos Chardon Avenue in Hato Rey, Puerto Rico.
The Annex will be a ten (10) story building consisting of approximately 188,000 gross square feet, including thirty-five (35) indoor parking spaces. The Annex will be constructed adjacent and linked to the existing Degetau Federal Building and Nazario U.S. Courthouse. The Annex will include a total of six (6) Courtrooms, ten (10) Chambers, office space for the U.S. District Clerk, and for the U.S. Marshals Service.
Contract Type: The contract type for this procurement will be Firm-Fixed price. The line item schedule will include a lump sum item for the Base work. There will also be option line items for this procurement.
Price: The total magnitude of this project at award is between $200,000,000 and $260,000,000.
Selection and Schedule: The Contractor will be selected through a procurement method developed in accordance with FAR Part 15 and FAR 36 (FAR Deviation - RFO-2025-15 and RFO 2025-36).
