19 Feb 2026: The S&RTS Ports in Malaysia RFQ has been amended to provide responses to Questions and Answers. The RFQ is extended to 11 March 2026 at 12:00 PM CT.
4 Feb 2026: The S&RTS Ports in Malaysia RFQ has been amended to update Attachment 4, RFQ Information and General Compliance Worksheet and extend the RFQ suspense date to 6 Mar 2026 at 12:00 PM CT.
Provide Stevedoring and Related Terminal Services (S&RTS) at Ports in Malaysia in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. All tasks shall be completed per requirements stated in the Performance Work Statement (PWS) and in a manner consistent with “Best Commercial Practices”.
S&RTS services will cover the full spectrum of managing US military cargo (e.g. containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transiting through the designated seaport. Operational tasks shall include but is not limited to all stevedoring and longshoring required for vessel, truck loading and discharging, port reception and disposition, cargo management staging, intra port transfers, cargo prep, Tallying & Checking (T&C), and warehousing Government provided dunnage and tiedown materials.
Contracted services shall include the capability to work multiple vessel(s) and vessel decks simultaneously, at all port(s) located at Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas in conjunction with operations at each terminal as described in this PWS’s Area of Responsibility (AOR) 24-hours a day, seven (7) days per week, and 365 days per year (see section six (6) for port location). All classes of supply that include military vehicles up to 150,000lbs, AA&E & hazardous materials, as well as sensitive, controlled, refrigerated, and/or other general DoW cargo handled through all modes of transport.
