Delivery is to SW3117, DLA Distribution Norfolk VA, Norfolk, VA 23511-0001. The Government states it does not own the rights to the data needed to purchase/repair this part from additional sources and considers reverse engineering uneconomical, and intends a one-source action under FAR 6.302-1. This notice is not a request for competitive proposals, but the Government will consider capability statements/quotations submitted in accordance with the timelines stated in the synopsis, including a 15-day window to assert commercial-item capability.

What the buyer is trying to do

Procure a very small quantity (3 EA) of a specific nonmetallic hose assembly (NSN 1H-4720-017070315-PP) built to Technical Data Package version 003 and deliver it to DLA Distribution Norfolk (SW3117). The Navy intends to negotiate with only one source due to data-rights limitations and lack of an economical path to reverse engineering, but is open to reviewing capability information that could support competition or a commercial-item approach.

  • Assess whether you can legally and technically build/repair the item without Government-owned data rights (e.g., via existing OEM authorization, licensed data, or proven equivalent meeting the TDP/specs).
  • Prepare and submit a capability statement/response identifying interest and capability for the requirement under FAR 6.302-1 one-source intent.
  • If applicable, notify the contracting officer within 15 days of the notice if you can satisfy the requirement with a commercial item (Government states FAR Part 12 not being used, but invites commercial-item identification).

  • Proof of legal right/access to required data (license/authorization from data owner/OEM, or other documentation showing you can manufacture without Government-owned data).
  • Delivery approach confirming shipment to SW3117, DLA Distribution Norfolk VA, Norfolk, VA 23511-0001 for QTY 3 EA.
