Scope of Work: Electrical Inspection and Maintenance – Floating Pier One, Base Ketchikan

1. Objective:
Provide inspection, maintenance, and repair services for electrical systems associated with Floating Pier One, Base Ketchikan, with a focus on shore tie terminals and associated electrical lines.

2. Location:
Floating Pier One, Base Ketchikan. Berth 5

3. Tasks:

A. Shore Tie Terminal Maintenance

  • Inspect all shore tie terminals where vessels connect to shore power.
  • Identify and document any damage, corrosion, moisture intrusion, or other deficiencies.
  • Repair any identified issues to restore full functionality.
  • Dry and seal all shore tie terminals to prevent future moisture intrusion.
  • Test terminals for proper operation after repairs and sealing.

B. Electrical Line Inspection and Grooming

  • Inspect the electrical line running from the FRC Floating Pier Isolation Transfer to the shore tie terminals.
  • Clean and groom all accessible portions of the line, removing debris, corrosion, and contaminants.
  • Conduct a thorough inspection for physical damage, wear, or potential failure points.
  • Perform Megger (insulation resistance) testing on the electrical lines to identify any insulation breakdowns or other potential issues.
  • Document all findings and provide recommendations for further action if required.

4. Deliverables:

  • Written inspection report detailing findings, repairs performed, and recommendations for future maintenance.
  • Documentation of Megger test results and any corrective actions taken.
  • Photographic evidence of before and after conditions for all work performed.

5. Period of Performance:

  • Shore Tie Terminal inspection and maintenance shall be completed within two (2) weeks from award of contract.
  • Electrical line inspection, grooming, and cleaning shall be completed within three (3) weeks from award of contract.
  • Final written report of findings and actions  written(typed)  and documented shall be submitted within one (1) month from the start of the period of performance.

6. Safety and Compliance:

  • All work must comply with applicable electrical codes, safety standards, and Base Ketchikan requirements.
  • All personnel must be appropriately licensed and qualified for marine electrical work.

Quote/Estimate: Quote or Estimate shall include materials going up to 5,000K for any repairs in the shore tie terminal box on the floating pier, but not to exceed.

Question: Could you quantify the shore tie terminals and cable lengths from Isolation Transfer to each Terminal to refine labor/testing time.

Good Afternoon Contracting Team,

The Shore tie Terminals is one box that has two plugs for shore ties. Approximate size is 4’x4’x2’ Not exact size of the box, but approximate.  

Approximate distance of the cable/ conduit run is 550’ plus or mins 20 feet.

Area of Concern: On map, it is South Float One (Berth 5 and Berth 10).
