The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Elsevier B.V.
This requirement is for the renewal of an online subscription providing access to the ScienceDirect Online research platform. ScienceDirect is a registered trademark of Elsevier B.V. Subscription period is for the 2026 calendar year. DOE intends to award this requirement as a sole source to Elsevier B.V. with a one (1) base year and four (4) one-year option periods.
This ScienceDirect Online search platform provides the capability to search for peer-reviewed journals, articles, book chapters and open access content. ScienceDirect is Elsevier’s leading information solution for researchers, teachers, students, health care professionals and information professionals. It combines authoritative, full-text scientific, technical and health publications with smart, intuitive functionality so that people can stay informed in their field, and can work more effectively and efficiently. ScienceDirect delivers over 14 million publications from over 3,800 journals and more than 35,000 books from Elsevier, imprints and society partners.
The North American Industry Classification System (NAICS) code for this requirement is 513120 - Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.

A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
