- Sources Sought Synopsis for Planning Purposes. This is a Sources Sought Synopsis and Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 52.215-3 --Request for Information or Solicitation for Planning Purposes (Oct 1997). The purpose of this Sources Sought Synopsis is for market research, capability to perform and to determine offeror interest. This scope of work is for Maintenance, Safety Inspections and Repair of Crash-Beam, Wedge Barriers, Tire Killer, Bollards, Arm Barriers, Quick Folding and Sliding Gates in the Kaiserslautern Military Community (KMC).
a. Background: The Government is conducting market research to identify companies as potential sources that may possess the expertise, capabilities, and experience to respond to the requirements competently and competitively. The contractor shall provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the real property of Vehicle crash-beam and wedge barriers, tire killer, bollards, arm barriers, quick folding and sliding gates in the Kaiserslautern Military Community (KMC), Ramstein Air Base (TYFR), Ramstein Air Base-Construction & Training Squadron (MTMC), Kaiserslautern-Vogelweh (YANB), Kaiserslautern-Einsiedlerhof (TYFT) and Kaiserslautern-Kapaun Air Station (TYFU) in a manner that will ensure continuous and safe operation. Services are to be performed in accordance with all applicable German local, state, and federal standards, codes, laws, manufacturer recommendations and all required safety regulations. The most stringent of these shall apply. Manufacturer training certificates are not required to perform services under this contract unless required by German law/regulation. Please See attached PWS
- a. The Government does not intend to award a contract based on this synopsis or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and Proposal costs. Companies responding to this market research are advised that participation does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this research. Respondents are solely responsible for all expenses associated with responding to this RFI.
b. Although “proposal” and “offeror” are used in this Sources Sought Synopsis, your response will be treated as information only. It shall not be used as a proposal.
c. Program Requirements: All services shall be performed in accordance with the Performance Work Statement and follow all applicable German and EU laws in their current version and conform to standard commercial practices.
