Description

THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL COST ESTIMATING DATABASES / APPLICATIONS CAPABLE OF MEETING THE AGENCY’S REQUIREMENTS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE.

The purpose of this notice is to determine if there is a commercially available cost estimating database/application that demonstrates the ability to meet the Agency’s requirements. The cost estimating database/application would potentially be specified (as a brand name) within Job Order Contracts (JOCs) issued for general construction services throughout the NAVFAC Southeast Area of Responsibility. The Agency’s requirements for the cost estimating database/application are as follows:

· Provide a web-based platform cost database with associated cost estimator application.

· Cost database must be updated annually at a minimum.

· Cost database must have a significant amount of cost items that includes sufficient material, labor, equipment, and productivity information.

· Cost database includes assemblies for construction tasks.

· Cost items should be for both new construction and renovation.

· Cost database must use the standard CSI work breakdown structure to simplify searches.

· Cost estimator application must have the ability to create custom templates and reports to be shared and used on future projects.

· Users must be able to export reports in PDF or Excel format.

· Cost estimate application must have the ability to create custom folder structure for organizing the cost estimate.

· Cost estimate application must have the ability to create user defined cost items and assemblies.

· Cost estimator application must have the ability to adjust total cost to future cost.

· Cost database must include at a minimum cost items for CONUS territory.

· Has the ability to share estimates with multiple users.

· Training for the cost database/cost estimator application must be available.

· Concurrent licensing.

· Approved by NAVFAC Command Information Officer (CIO).

· Approved/certified by Navy-Marine Corps Intranet (NMCI) network.

The Government will use the sources sought responses along with other market research to make various determinations regarding the procurement of a single source (brand name) for cost estimating purposes on NAVFAC Southeast JOCs. Industry will be notified of the results of this evaluation via the pre-solicitation/synopsis notice.

The North American Industry Classification System (NAICS) Code is 236220, Software Publishers. The Small Business size standard is $45.0M.

Currently, RSMeans Online, is a known source that meets the Agency’s requirements. NAVFAC has a current commercial subscription with RS Means for users across the Agency. The RSMeans online database has been approved by the NAVFAC CIO and NMCI network.

Interested and responsible parties may identify their interest and capability to respond to the requirement. Inquiries received within 7 calendar days after date of publication of this sources sought notice will be considered by the Government. Responses should include a description of how its cost estimating database/application meets the Agency’s requirements stated above, to include NMCI certification.

A determination by the Government not to compete the specified cost estimating database/application portion of the proposed JOCs based on this notice is solely within the discretion of the Government. If no responses are received by 12:00 PM EDT, 28 January 2026, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a brand name specific procurement, then a competitive procurement will be issued with RSMeans specified as the brand name for the cost estimating system. No questions will be addressed.

Responses (i.e. a description of how its cost estimating database/application meets the Agency’s requirements stated in bullets above, to include NMCI certification) must be submitted in electronic form (Microsoft Word or Adobe PDF format) and may be attached to an email addressed to: Ashley.e.delahay.civ@us.navy.mil. Responses are limited to 5 pages in length, 5MB in size and should only include the information requested in this announcement. The due date for responses is 12:00 PM EDT, 28 January 2026. Please identify in the subject line of your response: “JOC COST ESTIMATING SYSTEM SOURCES SOUGHT”. Any questions may be submitted via email to: Ashley.e.delahay.civ@us.navy.mil.
