Description

1-26-2026, a flaw in the Pricing Worksheet has been identified and corrected, and is attached to this solicitation.  Please make sure to use the Pricing Worksheet dated 1-26-2026. 

The closing date for this solicitation has been extended by one (1) business day to 1-27-2026. -KwH

This procurement is for veterinary services in accordance with the request for quotation (RFQ) and the statement of work (SOW). Supplier quotations will be provided in two separate documents sent to RFQ-03C26Q0017@cbp.dhs.gov. Quotation documents must be compatible with Microsoft Word or Excel or viewable in Adobe Acrobat. Documents must not exceed 5 megabytes in total file size.

The two parts, as separate documents, are: 
      1) Pricing (Excel Spreadsheet), and 
      2) Technical Quotation 
        a) Explanation of offeror’s ability to satisfy the statement of work (maximum 3 pages). 
        b) Supplier’s Experience and Past Performance 
            i)  Three (3) recent contracts (last three years) similar in work scope to this requirement, and 
            ii) Complete contact person data (Name, phone, email) for each example provided.


Period of Performance:
The period of performance for this indefinite delivery-indefinite quantity (IDIQ) contract will be 03/01/2026 through 02/28/2031.  

Pricing Periods:
Pricing will be for five years, in twelve-month periods as follows:

Base Year Pricing:     03/01/2026 - 02/28/2027
Pricing Year One:      03/01/2027 - 02/29/2028
Pricing Year Two:      03/01/2028 - 02/28/2029
Pricing Year Three:   03/01/2029 - 02/28/2030
Pricing Year Four:     03/01/2030 - 02/28/2031

Award Without Discussions
The Government intends to evaluate quotations and award without discussions with offerors, but reserves the right to conduct discussions, if the Contracting Officer determines them to be necessary. The offeror’s initial proposal should contain the offeror’s best pricing and delivery, plus include a complete but concise technical quotation.
