SOURCES SOUGHT NOTICE

Nomenclature(s): Light Tactical Trailer-Heavy Chassis (LTT HC)

1. Overview: The purpose of this announcement is to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and identify potential sources for the production of the LTT HC Trailers and/or the integration of generators onto the LTT HC.  The information requested in this announcement is being sought for informational planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government in any way.  All information is to be furnished at no cost or obligation to the Government.  There is no solicitation available at this time.

2. Market Survey Request: The Product Director Light Tactical Vehicles (PD LTV) and Army Contracting Command – Detroit Arsenal (ACC-DTA) are conducting a market survey to determine the level of interest among qualified contractors in providing the LTT HC to support the immediate requirements of PD LTV on behalf of Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2).  
 
The LTT HC trailer models are as follows:

  1. LTT HC; NSN 2330-01-387-5424, PN 12450001
  2. Advanced Medium Mobile Power Sources (AMMPS) Integration Kits; NSN 2330-01-542- 6775, PN 13230E6565. The contractor shall produce and integrate the AMMPS Kit on the LTT HC (part number 12450001).

The Government has a competitive Technical Data Package (TDP) for the LTT HC trailer. The LTT HC TDP was used for the competitive solicitation and award of the FFP, IDIQ Contract W56HZV-21-D-0024.  Contract W56HZV-21-D-0024 was awarded on 24 May 2021 to Schutt Industries located in Clintonville, WI.

3.  Clarification of this Request.  The Government is contemplating issuing a competitive follow-on effort for the LTT HC requirements. The capability statement shall be emailed to alexa.p.geill.civ@army.mil@army.mil. Responses to this sources sought notice must be received no later than 3:30 p.m., local time, Warren, MI, 11 February 2025.

 4. Instructions for Potential Respondents: Companies that desire to participate in this sources sought notice are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to produce the LTT HC trailers that comply with a Government provided TDP and Army Technical Purchase Description (ATPD). LTT-HC and TDP are deemed Distribution C documents. They are available for access to qualified Department of Defense (DoD) contractors and is posted via secure link for interested parties. Parties interested in obtaining the document must be certified in the Joint Certification Program (JCP), have an active System for Award Management (SAM) account, and submit a signed Non-Disclosure Agreement (NDA) via email to Alexa Geill: alexa.p.geill.civ@army.mil. The data custodian in JCP must sign and submit the "Non-Disclosure Agreement" which is attached to this announcement. The point of contact requesting to access to the TDP and ATDP in SAM must match the POC listed on the approved DD2345, the POC listed in JCP, and the signatory on the NDA. In addition, the interested party shall provide the Organization's name and CAGE code. Upon submission of the NDA, interested parties can request access to the TDP and ATPD documents by clicking on the TDP or ATPD links. Upon approval, the Government will provide online access to the posted document as a secure file via a secure link.

Specifically, any interested companies are requested to provide the following information:

(1) Name of Company

(2) Business CAGE code

(3) Point of contact and phone number

(4) Size of Business according to North American Industry Classification System (NAICS) Code 336212.

(5) Other suggested NAICS codes for this program and your company's size classification based on these codes.

(6) A brief summary (no more than two pages) of your company's experience and past performance within the past 3 years as it relates to trailer production and/or integration of generator onto a LTT HC. Note that the page limit does not include answers for the questions in the following sections. Each company experience (Government or commercial) should include (a) name of the project, (b) a brief description of the project, and (c) the relevance of the contract/project to the LTT HC requirements in this sources sought notice.

This is a Sources Sought Notice only and there is currently no solicitation relating to this effort.

5. Describe your company’s experience with the integration of generators onto light tactical trailers.

6. Are the light tactical trailers described by your company bought and sold commercially?

6(a). If yes, how many years have they been on the market?
