ELAT Salmon Tracking Tags
This Sources Sought notice is issued solely for informational and planning purposes to conduct market research and assess industry capabilities. This is not a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), and does not obligate the Government to issue a solicitation or award a contract.
The U.S. Bureau of Reclamation is seeking potential sources capable of providing IMT ELAT (Eel Lamprey Acoustic Tag) Salmon Tracking Tags. These tags will be used to monitor the survival, migration, and habitat use of juvenile Chinook salmon in the Klamath River as part of ongoing fisheries research and restoration efforts.
Product Description
The Government requires:
• Quantity: 4 Activation Boxes and 320 acoustic telemetry transmitters (ELAT Tags)
• Specifications:
o Implantable in juvenile Chinook salmon ≥65 mm
o Fully compatible with JSATS autonomous acoustic receivers (ATS SR5000)
o Must match prior ELAT specifications:
Diameter: 2 mm
Length: 12 mm
Weight: 0.08 g in air
Operational life: ~30 days at 5-second ping rate
Frequency: 416.7 kHz

Tags must ensure data continuity with previous years’ studies and meet all technical requirements for compatibility and performance.
Contract Type
The Government anticipates awarding a Firm Fixed Price (FFP) contract.
Submission Instructions
The Government believes that Advanced Telemetry Systems, Inc, is the only manufacturer of these ELAT tags and owns the technology required to produce them. However, interested vendors who believe they can provide ELAT Tags that fully meets all technical requirements, including size, weight, operational life, frequency, and compatibility with JSATS receivers—must submit a comprehensive capability statement.
The statement must include:
• Firm’s Name
• Capability Statement demonstrating ability to meet all specifications
• Contact Information
• Business Size (Small/Large)
• Unique Entity Identifier (UEI) Number
Capability statements that do not demonstrate the ability to meet all specified requirements will not be considered valid responses to this notice.
