Description

Abstract of Bids Amendment 0001: To provide answers to questions. Contractor shall provide all personnel, equipment, materials, and all other items and services required to perform maintenance dredging of the entrance channel into the mooring basin of USCG Station Eaton’s Neck and all incidental related work. Dredging work is restricted to mechanical methods. The total estimated amount of material to be removed from the channel is 6,000 cubic yards (CY) of sand, gravel and cobbles. Due to the scheduling restrictions in the NY DEC dredging permit, all dredging work shall be completed no later than 24 March 2026. In the event that the post-dredge survey indicates that the specified dredge limits have not been met by 24 March 2026, the contractor shall use the time remaining in the month of March to correct the deficiencies. No work is permitted after 31 March 2026 due to permitting and environmental restrictions. SPECIAL NOTES: The contractor shall conduct dredging operations so that navigation through the channel is possible at all times. Dredge quantity of 6,000 CY. This estimate based on an average of the past annual dredging. The Contractor shall provide a cost for dredging per cubic yard. That per cubic yard cost will be used for any necessary contract cost adjustment resulting from dredging more or less than the estimated 6,000 cubic yards, within the limits of dredge. Contractor will be compensated for actual quantity of dredge material removed and disposed, within the limits of dredge, as shown on the plan sheets. Dredge disposal site location is to be at the USCG STA Eatons Neck Beach Site, as identified in ACOE Permit # NAN-2016-00301. Note that barge access to the eastern half of the Beach Site is not possible due to shallow boulders and obstructions. Accordingly, material placement in this area requires upland transport from barges positioned at the western half of the Beach Site. CAUTION TO BIDDERS: You are urged to visit the site and take such steps as may be reasonably necessary to ascertain the nature and exact location of the work. Failure to visit the site for this purpose does not relieve you from the responsibility for estimating properly the difficultly or cost of successfully performing the work. The estimated value of the procurement is between $500,000 and $1,000,000. A 20% bid guarantee is required. Performance and Payment bonds will be required. The applicable North American Industry Classification System (NAICS) code is 237990 - Dredging and Surface Cleanup Activities with a Small Business Size Standard of $37.0 Million. The date set for receipt of bids is 23 December 2025 at 2:00 p.m. Award is anticipated to be made in Jaunary 2026. The performance period is estimated to be 110 calendar days from issuance of Notice to Proceed for the Base Item. This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns. All relevant solicitation documents, including specifications, drawings, and applicable Wage Determinations incorporated herein, can be accessed for download as Attachments of this IFB at the following site: https://www.sam.gov. Vendors MUST be registered in the System for Award Management database through https://www.sam.gov in order to receive a federal government contract. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
