The United States General Services Administration (GSA) Public Buildings Service (PBS) announces an opportunity for a General Construction opportunity to perform repairs and installations of Roofs, Electrical Breakers and a New Fire Alarm System in the buildings on the Internal Revenue Service (IRS) Customer Service Center Campus located at 5391-5399 Getwell Road in Memphis, TN 38111. The Project will utilize the Design/Build Project Delivery Method to replace roofs of certain buildings, identify repair/replace failing electrical breakers, and replace the existing Fire Alarm System.
PROJECT DESCRIPTION
A. Roof Cover Replacement and Improvement:
The project involves the design, repair, replacement, and improvement of thermal and moisture protection systems and rainwater drainage systems at roofs of the Internal Revenue Service Center in Memphis, Tennessee. The existing roof covers involve built-up asphalt membrane; bituminous base flashing; metal counterflashing and parapet copings; rigid insulation over metal decking; internal rain leaders and conductors; and associated materials and components. As-built drawings indicate that the metal deck and structural steel supports provide the roof slope.
The Design-Builder shall design and construct appropriate repairs, replacements, and improvements of roof cover and rainwater drainage systems to this facility. The Design-Builder shall confirm the quantity of roof area prior to submitting a proposal.
In addition, the project requires a web-camera surveillance system to monitor on-site roof work through project completion.
The Design-Builder shall also provide a twenty-year (20-year), no-dollar-limit (NDL) warranty on all areas of roof replacement. The warranties shall include wind riders to cover damage caused by winds speeds up to one-hundred forty (140) miles per hour or up to the design wind speed for the project location, whichever is less.
B. Breaker Repairs:
During PM inspection and testing of Westinghouse POW-R-100 circuit breakers in the Memphis IRS, twenty-six (26) circuit breakers failed. It is the intention of the Project Team to correct these issues and ensure the IRS has an adequate supply of functional breakers as spares.
The Design-Builder shall purchase and provide breakers as listed in the SOW. Once the purchased breakers arrive and the spare breakers requiring refurbishment are returned, the IRS will have enough spare breakers to allow one switchboard’s breakers to be replaced on a weekend. The breakers will then have to be sent out to be refurbished. Once the refurbished breakers are returned, the next switchboard breakers can be completed.
The Design-Builder shall provide a one-year (1-year) warranty on all replaced breakers, including all parts and labor.
C. Fire Alarm System Replacement:
The project also includes replacement of the fire alarm system, including but not limited to all fire alarm control panels, initiating devices, notification devices, wiring, control modules, monitor modules, NAC panels, tamper switches, flow switches, etc. within the Memphis IRS Service Center Complex. The new Fire Alarm system shall be UL Certified; thus, the installing contractor shall be UL certified. The Design-Builder shall provide UL Certification to GSA upon completion of the project.
The Design-Builder’s registered Fire Protection Engineer (FPE) is required to be a full participant in the Project Delivery Team throughout the Design and Construction Stages of the project and should be thoroughly familiar with current Core Building Standards.
D. Common Requirements:
This project requires construction and demolition (C&D) waste diversion plans, waste diversion monthly reports, and related documentation. The Design-Builder is responsible for assessing all visible existing conditions that may impact pricing prior to submission of a proposal.
The estimated magnitude of construction is between $ $20M - $25M.
Bonding Requirement: $30 Million

The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers:

2. Factor 2 - Project Management Approach
3. Factor 3 - Qualifications and Experience of Key Personal
Non-Price Factors are considered approximately equal in importance to each other,
