The U.S. Army Corps of Engineers - New England District is issuing a Presolicitation Notice for Chemical Vegetation Control Services, Franklin Falls Dam, Franklin, NH.
QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE. SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED.
THE WORK CONSISTS OF: Contractor shall furnish all labor, materials, transportation, permits, and equipment necessary to perform chemical vegetation control within the Franklin Falls Dam flood control project area. Base Treatment Area No.1 requires herbicide treatment to all vegetation less than 3-inch diameter at breast height (DBH) at parking areas, in front of garages and along walkways as shown on Informational Map 1, totaling approximately 1.15 acres. Base treatment area No. 2 requires herbicide treatment to all non-native invasive plants/shrubs/trees less than 3-inch DBH as shown on Informational Map 2, totaling approximately 3.1 acres. Base treatment area No. 3 requires herbicide treatment to all non-native invasive plants/shrubs/trees less than 3-inch DBH as shown on Informational Map 3, totaling approximately 22.5 acres. Option Treatment Area No. 1 requires herbicide treatment to all non-native invasive plants/shrubs/trees less than 3-inch DBH as shown on Informational Map 3 totaling approximately 44.4 acres. Option Treatment Area No. 2 requires herbicide treatment to all woody vegetation less than 3-inch DBH within 10 feet of each side of the woods road edges as shown on Informational Map 4, totaling approximately 6.2 miles in length (15.03 acres).
Non-native invasive plants/shrubs/trees are to be considered any plant/shrub/tree that is not native and is invasive to New Hampshire. The areas to be treated include but are not limited to wooded areas, open fields, and roadway edges, around Franklin Falls Dam. All work shall be completed in accordance with the Performance Work Statement.

The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about April 21, 2026. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).
This procurement is set-aside for small business vendors. The applicable NAICS code is 561730 with a Small Business Size Standard of $9.5 Million.
