Description
The Bureau of Reclamation, Lower Colorado Basin (LCB), intends to negotiate and award a contract on a non-competitive basis, to Marsh & Associates, LLC P.O. Box 11294 Chandler, AZ 85248. Lower Colorado River Multi-Species Conservation Program (LCR MSCP) has a requirement for Submersible PIT Scanning Units. A portable fully submersible Passive Integrated Transponder (PIT) scanning unit designed to read full, and half duplex standard 134.2 kHz PIT tags designed to read full and half duplex standard 134.2 kHz PIT tags.
The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and FAR 6.302-1(c). The Submersible PIT Scanning Units by Marsh & Associates, LLC is the only known product that deploys the scanning units in a variety of conditions and at depths up to 20 feet or in flowing water conditions without having any cabling or equipment tethered to shore in addition is less than 40lbs for ease of handling and to meet weight restrictions for boats.
The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.106-1(b)(1)(i) and 6.302-1.
The North American Industry Classification System Code (NAICS) identified for this action is 334511 ¿ Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Small Business Size Standard is 1350 employees.
This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. Award is anticipated February 19, 2026, with an estimated delivery is 90 days ARO. The government contemplates a Firm Fixed Price type purchase order.
This is a Notice of Intent only and not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, explanation, and evidence as to how your company will provide the required Submersible PIT Scanning Units which shall be considered by the agency. Submissions are due by February 11, 2026.
The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the quote, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
