The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Institute of Physics (IOP.)
This requirement is for the renewal of an online subscription providing access to journals published by IOP. The subscription period is for the 2026 calendar year. DOE intends to award this requirement as a sole source to IOP Publishing with a one-year base period and two one-year option periods.
The Department of Energy (DOE), Office of Science (SC) has a requirement for subscription renewal of existing approved/required journals and access to the IOPscience Extra Package. Based on market research, only IOP subscriptions allows access to the IOP Historic Archives 1874-1994 journals as well as the IOPscience Extra journals published by IOP. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SC e-journals link button. This is for the Office of Science and is not publicly accessible.
