Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This announcement constitutes the solicitation, and a separate written solicitation will not be issued.

The Federal Bureau of Investigation (FBI) intends to award a hybrid contract (Time & Materials and Firm‑Fixed‑Price) for Antenna Installation Services at the WTJX Tower, located at 9342+8W9 Charlotte Amalie West, St. Thomas, U.S. Virgin Islands. The Period of Performance will begin on the date of award and is expected to conclude 180 days thereafter.

This procurement is a Total Small Business Set‑Aside and will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services. The Government will evaluate offers using a Lowest Priced Technically Acceptable (LPTA) methodology.

This notice and all associated documents will be made available exclusively through the SAM.gov website. Interested parties are responsible for monitoring SAM.gov to ensure access to the most current information regarding this acquisition.

 The applicable North American Industrial Classification System (NAICS) code for this requirement is 237130 – Power and Communication Line and Related Structures Construction. The Government may consider industry feedback if a more appropriate NAICS code is identified.

Questions regarding this requirement may be submitted via email, no later than 12:00 PM Central Time on March 17, 2026, to Contract Specialist Dylan Hankins at dehankins2@fbi.gov. All questions must be submitted in writing on the attached Q&A Template.

All offers are due March 25, 2026, at 12:00PM CT and must be submitted via e-mail to CS Dylan Hankins, dehankins2@fbi.gov, with the subject line as the synopsis number, “ACRx St. Thomas - 15F06726Q0000125”. 

Administrative Notation: The St. Thomas, USVI Statement of Work has been finalized and uploaded in the Attachments section effective 03/19/2026 at 10:45 AM CT. The draft version has been removed. Additionally, the government's response to questions received during the question period has been uploaded here under "QA Government Response.pdf". 

The solicitation has been extended from March 25, 2026, at 12:00 PM until March 26, 2026 at 12:00 PM CT (change was made at 03/25/2026 08:40 AM CT). The dates in the attached documents have been updated to reflect this change.
