Questions and Answers:
No additional photos of the antenna can be provided.
- Condition of Antenna Element #19
Can the Government confirm whether antenna element #19 is structurally intact and requires only re-securing, or if any visible damage has been identified?
Appears to be structurally intact from the ground, believe only needs resecured.
- Scope Clarification – Potential Damage
If the element or mounting assembly is found to be damaged beyond repair during inspection, should the contractor limit the effort to documentation and reporting, or is replacement anticipated under the base scope?
As per SOW Specific 1 d); a spare LP-1001CA is crated on-site. In the event other bolt-on parts are damaged, contractor will replace as needed. The element and mounting assembly are both bolt-on parts to the boom.
- Government Furnished Hardware
Please confirm that all stainless steel hardware required for reinstallation will be provided as Government Furnished Equipment (GFE).
FEMA will provide all hardware to complete the repair.
- Tower Configuration & Access
Can the Government confirm the configuration of the 80-foot Valmont tower (e.g., self-supporting lattice or monopole with ladder access) and whether any special access or escort requirements apply?
Tower is an 80ft Valmont 3002 Self-Supporting lattice. The USAP LP-1001CA is mounted atop the tower. The LP-1001CA is not designed, rated, or certified for personnel climbing, walking on, or otherwise placing body weight on the boom or elements.
The facility is secure and will require government escort at all times. All personnel visiting will have to submit site access requests at least 72 hours prior.
- Site Logistics & Work Window
Are there specific work-hour restrictions, security procedures, or escort scheduling requirements that may affect mobilization and execution timing?
Site hours are M-F 0700-1530, an escort will be provided during those times.
- Independent Government Estimate (IGE)
For pricing alignment purposes, is the Independent Government Cost Estimate available for disclosure, or can the Government provide a not-to-exceed budget range?
This information is not available for disclosure.
You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW). Funding has been obtained for this proposed procurement in an amount equal to or greater than the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services listed in the SOW to be in effect for thirty (30) days after the date of your RFQ response. Award will be made to the lowest priced, technically acceptable proposal. The technical approach should not include prices. The price breakdown should be provided as a separate document.
